With the continued expansion of the scale of business and the increasingly sophisticated division of the departments, the business processes are becoming increasingly complex. It often requires mutual cooperation with many more departments, many more hands and more links to accomplish a business successfully. Because of this situation, enterprises need to establish a dynamic controllable and concurrent information application environment– use IT tools to manage, store and transmit enterprise information which can allow enterprises to complete the processing business with shared internal and external information resources in a unified platform and mutual cooperation among departments.Importing workflow into the information-based construction of the enterprise is the key of establishing enterprise information and application environment. Combined with the electrical safety supervision and management system and according to its features of scattered information resources, distributed task, interactive class-cross business processes etc, this paper presents a distributed workflow program base on JMS Message Oriented Middleware which is applied to this application.This paper analyzes the workflow system from many aspects such as workflow management system architecture, process definition metamodel and communication between the engine using JMS Message Oriented Middleware etc, and gives the relevant design and implementation under J2EE platform.This paper analyzes the JMS Middleware in-depth, discusses the workflow communication model based on this middleware, and uses Weblogic Server 8.1 as information service provider to establish the bottom communication of engines. Different engines change load information through engine agents and achieve the implementation of dynamic distribution of tasks.In addition, this paper also demonstrates the specific application of the workflow system and discusses the process of how to deploy the system to different levels of organizational units to support the departmental and enterprise-level business collaboration.
