The Design And Implementation Of City Emergency Response System On Union Entrance

The City Emergency Response System (CERS) is a civilized symbol of a modern city, which collects 110, 122, 119, 120, mayor public telephone and other public citizen service telephones together. CERS unifies the calls and disposes of these calls, greatly improving event processing speed and quality. The police's workload can be maximally reduced, the service quality and work efficiency can be improved by unifying the calls. Kinds of police coordinate closely in the process. To integrate event response disposing, CERS can solve the problem that different police work respectively, which also can enhance the integrate handling ability and social efficiency, minimizing the popular and social damnum.This article realizes the CERS Union Entrance module,which builds on the ZXQ10. Using the CTI technology, we forward the concept of callings queue scheduling. The module is divided into Calling, Routing, Response and Transfer, accomplishing the callings'semiautomatic diffluence.To the problem of low integration and low mutual synchronism of old systems because of the lack of unity on the interface and structure, this article forwards Intelligent Application Platform (IAP) as the system supporting platform. Using CORBA open extended frame and ACE/TAO frame's Naming Service, Event Service, IAP platform connects to other application system through the message adapter, making data, message transform and alternation, workflow control come true.With the integrated digitization and network technology, CERS brings 110 emergency service desk, 119 fire desk, 120 first aids desk, 122 traffic desk as well as mayor public telephone and so on into the unified command assignment system based on the IAP platform. It realizes the unified command dispatch between different polices, departments and areas, making the cause emergency processing and combined action into reality.The integrated system designs on open skeleton and integrates on general application interface, which not only maintains the reasonableness of applied skeleton, but also considers the foresightedness and development of application system. It truly realizes the whole system extend, the smooth promotion even the migrated feasibility. The system uses modular combination concept, and user can dynamically adjust the existent system resources at the right moment according to need.
