Passive localization and tracking system plays an important role in the electronic reconnaissance, as it works silently without electromagnetic radiation and covering larger region. Single observer passive localization and tracking (SOPLAT) system avoid time synchronization and data fusion. So it attracts more and more research focus. The basic problem in target motion analysis (TMA) is to estimate the trajectory of an object from noise corrupted sensor data. In the practical applications, the position and velocity of target possibly can be obtained by a single moving observation platform using measurement data. The paper selects the method of using phase difference changing rate and Doppler changing rate. and can get all the parameters only by the interferometer.So this new method has a good foreground in the future.In first part of the paper, we introduce the correlative theory and the acquiring method of the common parameters in single observer passive location system.Based on this introduction,we analyse the original algorithm's false and put forward a new method of using phase difference changing rate and Doppler changing rate. This method effectively overcome the limitation of the original algorithm,reducing the difficulty in the receiver' designing,having a good future in realization.At last,the IEKF was introduced to improve the precision of estimate.In the left paper, essential technology of software and hardware design scheme,systematic simulation is expounded, the DSP and FPGA is selected as the core of system hardware platform. At the same time,We introduce the system's debugging process,and settle some arisen fault.On the hardware and software, this system has achieved the technical specification of project basically. With the certain practicability, it can provide some technical references for the further research of passive location system.
