The Design And Implementation Of State Tax Self-Help Service System

Along with the gradual universality and the continuate development of the Internet , E-Government has already become an important means for current government to perfect their management and service . Many organizations of the state tax administration has build up their own E-tax website, providing convenience for the taxpayer while facing many problems. For example, the function of the data center network is lower, the business processing isn' t very safe, no aggregation with other inner applications of the tax administration , no sharing information with other outer organizations etc.Aiming at the above-mentioned problems, this paper has designed and implemented a state tax self-help service system basing on J2EE technology mainly. The system set up a higher available data center network using network protocols as VRRP, OSPF, STP, Link-aggregation etc, realize a higher safety using VPDN technique, SSL protocol and safe related techniques in J2EE technology, build up the E-declaration system with a reasonable stable efficient three layer structure using EJB/J2EE, linking up with CTAIS and False-defending Tax Control System of Gold Tax Engineer , and build up the tax bank state treasury system using the Socket network telecommunication technique, realizing the information mutual communication with the related section, such as bank , state treasury , etc.This papar discusses the theories of related technology in developing this system firstly, including the network technology and J2EE technology. Among the network technology there are network protocols including VRRP, OSPF, STP, Link-aggregation , VPDN technique, the Internet safety protocol SSL and the Socket network telecommunication technique etc. Among J2EE technology , there are introductions on how to design the whole structure of enterprise using J2EE, the main techniques in J2EE , and the focus analyzation on EJB technique. On basis of the discussion of the related technologies and consideration of the actual circumstance of our department, we design a self-help tax service E-system that covers most work of tax service, including the E-declaration system and the tax bank state treasury E-system, and discribe the concrete implement process. The state tax self-help service system in this paper has a higher safety, integrating the main interior work of state tax administration , sharing the taxpayer's declaration information with the exterior related organization such as bank, national treasury, public finance etc. Therefore, it has a very high value in actual application.
