In order to satisfy all the needs of various video services, different standardization organizations have put forward many video coding standards. Compared with other standards, JVT/AVC/H.264 has many merits, therefore it has been taken up by increasing applications. But now as many video programs have been coded and saved by MPEG2, the transcoding from MPEG2 to JVT/AVC/H.264 has bright foreground and huge development potential, and gradually been paid attention to by all circles in society.Because of great differences between MPEG2 and JVT/AVC/H.264, common transcoder always connect coder with decoder. This framework would cause low efficiency, not suitable for real-time application. In this paper, we work on mode decision to ease the hard load of the transcode system:. We have presented two mode decision algorithms, which enhance the code efficiency significantly, and develop a transcoder from MPEG-2 to JVT/AVC/H.264, which have the basic functions of a common transcoder and add this new trancscoder in our IPTV System.By detailed analysis and researches on video transcoding standard, this paper works on the transcoding from MPEG2 to JVT/AVC/H.264 in following several aspects:First, how to select reference frames and blocks. The proposed scheme makes full use of the relativity between MPEG2 and JVT/AVC/H.264 to select reference frame and block.Second, how to select reference information. The proposed scheme makes full use of the statistic correlation to optimize transcoding algorithm and improve operation efficiency.Third, set up the transcoding framework of the PC client player from MPEG2 to JVT/AVC/H.264, and in the same time, transfer this transcoding system to PDA, and realize the real-time transcoding from other video format to JVT/AVC/H.264 and playing on PDA.
