The computer display leaves us a deep impression with its picture. It has high distinguish rate and it looks very clear while the picture of television is not as good as it. There are many devices used in the military, industry, and medical areas. All of them receive the television pictures. In order to make the picture look more clearly, they hope to display the signal in the computer all the time. Moreover, in the entertainment time, we also hope to receive the television signals with the computer. The television which bases on the CRT has the same figure with the computer display, and they have the same working principle. But the signal which receives by them are much more different. If we want to display the signal in each other, we need to convert them.This article designs a video signal convert device which is based on the FPGA. The television signal is a complex one. It includes luminance signal, chroma signal, and the synchronization signal. But the signal which displays in the computer is a separate one. There are much difference between them. So we need two steps to convert the television signal to the computer's. They are decoder part and the double frequency part. This article particularly analyzes the system and accomplish several parts of work. Firstly, complete the decoding of the video signal using the application special chip SAA7110. And then, reduce the noise with the filter. Finally, convert the signal's transmission way.During the design process, the circuit is described by the Verilog hard description language, make the front-emluator with the tools of Modelsim, synthesize with the Quartus II, and then validate the circuit by the FPGA which belongs to the company of Altera. In this article, there are emulator results of the most modules. From the result, we can see that the design of each modules content the requirement, and it is correct.
