With the development of the Item Response Theory (IRT), self-adaptive testing are becoming a hot research topic. The researches on self-adaptive testing are very important to the computer-aided testing. But we need to collect sufficient samples in determining the item bank of the parameters project in the existed systems of the self-adaptive testing. And the method of maximum likelihood estimate and matrix iteration for the project parameters is used in these systems, which costs a lot of manpower, time and energy. On the other hand, the focus of these systems is only testing, not considering the testing evaluation. Therefore, we build a new testing system model in this paper, the basic ideas are obtaining the initialization parameters by combining the experts'opinions with maximum likelihood estimate, using joint maximum likelihood estimate to adjust the quality parameters and characteristics parameters of the title to improve the quantity and efficiency of the subject bank. Besides, basing on the knowledge points, we can analyze the testing result, and feed back the relative information of the knowledge. The model is of high efficiency, practicality and other characteristics.The main task of the paper is to design and realize the web-based self-adaptive testing system with the core of the systematic mode of the self-adaptive testing. In this system, we adopt the structure of B/S supported by ASP.NET which are restricted within the campus intranet. In the campus intranet, the issue of safety and the identification of the users can be processed in simple methods.There are 7 chapters in this paper. In Chapter 1 we states the background of the research paper; the current achievements of self-adaptive testing; the aim, content and structure of the paper. In Chapter 2 we mainly study the structure of the Item Response Theory and self-adaptive testing system models. In Chapter 3 we focus on the WebCATS(Web-based Computer Adaptive Testing System) analysis and design.In Chapter 4 we discuss the implementations on the WEBCATS prototype. In Chapter 5 we analyze the hidden dangers under the circumstances of the campus intranet, and offer the multi-level protection mechanism. In Chapter 6 we discuss the testing process of web testing theory and software engineering and the related applications in our system. In the final part we draw a conclusion on the development process of system design, and foresee the prospect of self-adaptive testing system.
