Modern educational technology as the breakthrough of modern education can promote educational thinking, update educational concept, push forward reform of education content, education form, education means, and make great changes of education system and educational structure, thus modern education technology is the subject that has to be learnt by teachers and students in normal university. There are massive students in normal universities participate in the examination of modern educational technology. Traditional exams need a lot of work in making papers, invigilating, papers marking, counting results, analyzing papers and so on. Impartiality and seriousness of the test has been influenced by some personal factors and inevitable errors because of manual operation. (Computerized Adaptive Testing, CAT) is a new kind of test based on item response theory. The features of it are short time of test, more scientific results, and true level of examinees. This paper takes the national-level quality courses modern education technology as an example, and designs a web-based computerized adaptive testing system.This paper analyzes limitations of classical test theory, the concepts and research status of computerized adaptive testing, and expounds the theoretical principle of computerized adaptive testing - Item Response Theory and its research status.This paper discusses the designing ideas of the web-based computerized adaptive testing system, and analyses this system's architecture, detailed design of modules, and cornering problems and related technologies when using, which includes building item bank (selecting questions, estimating parameter, etc), the main process of CAT and evaluating (selection strategy, ability evaluating etc). In item bank construction, this paper gets an amount of material (degree of difficulty, degree of discrimination etc) by parameter estimation software BILOG-MG3.0, negative questions can be found from item bank and availability of the item bank can be increased. According the principle of the maximum amount of information, choose the questions that meet the degree of examinees. Termination condition of testing adopts the combination of maximum number of test questions and Standard error of the valuation method.
