Stream media technology, an outcome of combined development of computer network and multi-media technology, is a continuous time base multi-media IT, allowing audio, video and media data to be transmitted with stream-mode in internet and can be played over transmitting. Stream media transmission is real-time and continuous, which is done by different code rate. With stream media transmission, users might be able to have video exchange continuously via bandwith ranging from 10's kbit/s to more than 10's mbit/s. Stream media technology is widely applied to network video, video monitoring and video on demand as well.With gradually matured stream media technology, applications in wide scope, multi-point and longline and complicated railway security control system become one of the major directions for current railway security research. Therefore, this article is prepared to help achieve this target, to design and acquire railway security control under steam media technology.First of all, the system conducts analysis for feasibility, and demand of individual client, and thus carries out so-called three-class video monitor of workshop, section and company and institution, of those important department, important site and major bridge and tunnel along railway line. In a sense, the system will make alarm and self-precaution when there is accident occurs. Meanwhile, the system transforms real-time situation into stream media video, which can be played on demand at any time. In addition, with this, remote vidio communication and video meeting in case of recue in danger and emergency becomes possible.The system is designed with the combinition of B/S mode and C/S mode. However, database uses Oracle8.16. The software is designed under frame-mode, overall parameter and module-mode, integrated with 12 big modules. Hardward is divided to major control center and segment core. In major control center, two servers, one for daily use one for backup, are applied. Using one set of video server, the segment control center is separated to six sections. Each section center conducts data backup regularly each day, and one copy of backup to disc array of major control center in the mean time. Network is designed by 100m for LAN in segment center, and 2M railway network for arteries.Based on stream media techonology, this paper has achieved railway video communication, remote control and video on demand. It will be very valuable for line safe production.
