According to the theory of elective regulation under the conditions of the credit system, the paper firstly analyze the basic principle of web database and the technique of network security, and then makes a systematic expatiation in aspects of the design thought and runnable principle of the elective system based on the network environment, finally further realize a managing system of the common elective management system on network.The actualization of credit system is one of important measure which is adopted in the reform of the teaching governance in the university, it will pickup the quality of education and set forward the reform of advanced education. Elective regulation is the precondition and foundation of the credit system, and is also the elementary character in the teaching supervisal of the credit system.JSP plays a key rule in the web technique, separates the web page layout and the control code through the object oriented groupware, and offers the excellent web front separate technique. JSP is the socket which supporting the SQL database functions'application interfaces, at the same time, provides a uniform user interface in different database functional model.The system security is the main problem to be solved in the paper, through the One-Time Password and firewall technique, ensure the elective system security, privacy and stability.Because of executing on the LAN, the elective system wants to have the strong stability, reasonable configuration and high speed of the data processing, meanwhile, the system wants to adopt advanced reasonably techniques to solve the questions resulting from the dynamic changes of the managers, teaching resources and class configuration. These techniques include the user's mark and identity, dynamic track of the elective process, fair arithmetic, optimizing resources and dealing with the event.The research aims at solving the typical issue existing in the management of elective course base on network environment, improving sufficiently the quality and efficiency of the educational administration, promoting positively application and study of network technology, and enhancing comprehensively the managing quality of the teaching resource, making the actualization and application of the elective system more scientific and standard.
