With the development of social economy and modern information technology,ITS(Intelligent Transport System) was born in the field of traffic and transport. Traffic congestion has been an urgent problem in most cities. Intelligent Transportation System ( ITS) administrates vehicles, roads and related factors as a whole to make best use of them. The connection of GPS and GIS can provide accurate position data which can be used to aid the realization of ITS. VLNS (Vehicle Location and Navigation System), as the kernel of ITS, has become the research hotpot.Vehicle Monitoring System is a high-tech system which is integrated with Global Positioning technique, Geography information technique and wireless communication. Its primary function is the mobile target installed GPS receiver transfers the information of dynamic location (longitude and latitude), time, state to monitor center by Wireless communication, then displays the mobile target's moving track on electronic map which have powerful inquiry function. Monitor center monitor the parameters which users have interest in, such as mobile target's location, state, direction etc. According to these information, monitor center can manage vehicle, raise vehicle's running efficiency, and insure vehicle's safety. GPS(Global Positioning System) was initiated and has been carried out in the United States of America. It was designed originally for the purpose of military service. Later with its development, GPS had also showed great potential in civil applications. In fact, due to its excellent positioning strategies ---round the clock and over the earth service as well as its high accuracy, GPS has already been successfully and widely applied in such fields as navigation, aerospace, survey, monitoring and displacement of mobile vehicles. Geographic Information System (GIS) is a sort of special information system, which construct to acquire, store, inquire, analyses, display, and print the spatial data. It refers to geography, computer graphics, database technology, computer software, etc. With GIS, the user can inquire between the spatial data and the attribute data. GIS has display function, spatial analyses, management and aid of decision. In the VehicleMonitoring System, GIS occupies very important position. It can show vehicle's position in real-time and provide graphic user interface.After reference to the concerned domestic and foreign information, I made a discussion on vehicle location and navigation and its relevant technologies deeply, which include basic theory of GPS (Global Positioning System) location and GIS (Geographical Information System); I also introduced description methods and data structure of Navigation Electronic Map which have great function, and described coordinate transformation technology simply; During design our system, we aim at requirement and characteristic of Vehicle Monitoring System, we design frame using layer Design Pattern and design function module using module Design Pattern, so it has good universality and expansibility. At last, I developed main function of VLNS and entire structure of software for perfecting VLNS, which include:(1)Map Scan Function. It mainly implemented map operating for scanning conveniently;(2)Vehicle Location Function. It mainly implemented serial port data receiving and GPS data analyzing, and made the vehicle locate on the map accurately based on GPS information;(3)Geography Information Query Function. It implemented two geography information query;(4)Map Matching Function. It implemented basic algorithm of map matching, and combined location data with navigation digital map.In view of single navigation precision and the scope of application of means which has its limitation in technology in navigation, we put forward the scheme to coordinate with the GPS, GIS and electronic map. Through further investigation of the navigation of the GPS which show that the making up of the GPS/GIS/electronic map is the ideal method of navigation. It overcame the shortcomings such as disconnection and invalidity and also avoid the accumulation of navigation location calculation orientation errors with the time passing .It has improved the precision of the localization of navigating andexpanded the scope of application.Implementing and operating the vehicle monitoring system can solve the problem of localization and direction of vehicles effectively, thus improve the management and efficiency of transportation, reduce the cost and offered strong guarantee for the market competitive power of the enterprise.
