Along with the development and popularity of internet technology, the development of E-business speed beyond our imagination. With the acceleration of the global economic integration, the form of competition among enterprises has been changed into the competition in the supply chains. Partner selection is playing an important role in the supply chain management. At present, the way adopted by great majority enterprise to complete the purchase is telephone, fax, face to face discussion and even based on subjective feeling of cooperation partner, and wastes a lot of money and time. Especially the personal views influence the right judgment and choice of cooperation partners for company.Firstly, in this article, negotiation factor is introduced into the system of partner selection index according to the limitation and unfavorable factors in present partner selection method, and the accurate and complete partner selection evaluation system is established. Through the research and analysis for neural network principle and partner selection method, the partner selection negotiation model is established based on neural network.Secondly, the intelligent negotiation model based on neural network is established by researching the self-learning and nonlinear character of neural network, which can be used to discuss the negotiation factor. Through the analysis of five factor group, the research method of topic relativity is put forward based on the negotiation history data. Then the negotiation strategy adopted by negotiation process is mainly analyzed. The negotiation strategy based on neural network is put forward and the partner selection negotiation framework is built on.Finally, by using the J2EE technology, an intelligent partner selection negotiation system based on neural network is established, which is based onB/S mode. Through learning the former experience of enterprise, the system which has the logical thinking ability the same as enterprise expert can make the impersonal evaluation for negotiation condition. At the same time the system exchanges the negotiation ideas with the customers. Finally, through changing the negotiation condition, the negotiation result which both enterprise and customer are satisfied is reached. Integrated with negotiation satisfactory degree and other rigid indexes the final evaluation result of suppliers can get.
