In recent years, with the development of society and the improvement of living standard, people set new and higher request to the medical service, making the development of telemedicine which is based on the medicial informatics and network technology on the rise. It is changing the traditional medical pattern and enables it to have the bigger developing space and developing potential. A new kind of relation between hospital and hospital, patients and hospital has been established through telemedicine cooperation. Patients and subordinate hospital can enjoy the rich medical service resources of general hospitals conveniently, finishing the terms such as teleconsultation, telediagnosis and telemonitoring to improve the medical effects. And with the technical progress, the telemedicine also can get further consummate and development.The paper mainly discusses and studies the telemedicine system design and its involving technologies. In the first part, the paper introduces the development, application domain and support technology of telemedicine and analyzes the application superiority of the telemedicine in our country. In the second part, it elaborates the designing principle and the working pattern of the system and proposes the general designing plan of the system. In the third part, it introduces the research on the essential technology that the plan involves in detail, especially ISDN, video meeting system, picture processing technology and image compression technology. At last, it carries on the system in the project.Telemedicine is a comprehensive system and its involving technologies are quite broad such as network communication technology, real-time interactive technology, database technology, picture processing technology, data compression technology as well as related medicine general knowledge. Therefore, it is impossible to discuss each involving technology deeply. The paper only elaborates the outlines of the general knowledge, describes and analyzes the mature technology used in the system, proposes the design mentality and the principle, describes in detail the work which I have participated in and proposes my own viewpoint.
