For the state-owned commercial banks in China, their business in general comprises of core business and intermediary business according to information technology applications. At present, data consolidation has always been the focus of information technology applications in the state-owned commercial banks, whether it's targetting the core business or intermediary business. Data consolidation in the state-owned commercial banks was the transition of core business processing systems, eg. backup data storage and batch system processing, to the central banks. With the increase of the non-core businesses in recent years, there is a natural requirements of consolidating non-core business applications systems from local branches to central branches.Proxy-charging is the most important business out of the non-core businesses of the state-owned commercial banks. Proxy-charging systems were dispersed and isolated due to the limitation of software and hardware during the initial development. Lately, with the growth of the business and implementation of data consolidation, it becomes imminent for the state-owned commercial banks to establish relatively consolidated Proxy-charging platform system and standardize uniform Proxy-charging operations and systems maintenance.This paper analyzes the background and importance of Proxy-charging platform systems development. It analyzes the special areas of IT development in state-owned commercial banks, describes the state and the shortfalls of Proxy-charging systems, decides the major issues that this systems platforms is going to solve and the goals in general; It lays out the overall system design and implementation background; It describes necessary system requirements, clues, and achievement; It details systems overview and detailed design; Lastly, it explains partly some exemplary business modules implementation.This paper uses Rational Unified Procedure(RUP) as software development tools, and overlaying development methodology, and UML as the requirement analysis and system design tools. C Language as the implementation platform. Due to the special requirements of the high number of proxy-charging customers and in different businesses during the business requirement study, it takes the approach of modern software systems analysis and multi-dimensional heuristic methodology, which makes it possible to acquire customerrequirements accurately and extract their core business logic.Implemented thru the integration of core systems developed in house and middle tier. How to integrate the in house core systems with the middle tiers provided by advanced vendor like eSwitch, Starring, and Sunrise has to be solved first. From the system security's point of view, by implementing unified system processing platforms and single external facing point, it decreases significantly the chances of errors when running multi-systems and multi-extemal facing 'points' from secondary branches in the past, and increase the security protection of the whole proxy-charging platform systems.The system has been used in the Shandong branch of a bank.
