Nowadays, competition in banking becomes more and more intense and electronized construction is the focus of this competition. How to better serve for the customers becomes the most important task for every banking system. The image of the bank relies mostly on quicker and more convenient service, besides the powerful capital restoration and good reputation. With the development of various operations in banking, the modification of managerial methods, and the improvement of computer technology and communication technology, intermediate business system is naturally facing escalation and exploitation.On the basis of the above mentioned, the Bank of Communications developed a convenient Angel-water charging system in collaboration with Angel Corporation, which enabled the combination of the Pacific bank card and Angel-water-purchasing card. Therefore, customers could order the water, buy the water and ask for the delivery of the water just by phone calls. There is no doubt that it will bring great benefits to the customers of Bank of Communications.This paper aims to develop part of the system— the bank-end system, which includes communication module, encryption module, transaction-dealing module and data-managing module. In the process of system development, the whole procedures are carried out in close accordance with the demands of software engineering. At the same time, several other technologies and strategies are adopted, for example, the TCP/IP communicative technology in UMX system to guarantee the efficiency of transactions; CICS medium software technology to ensure the integrality of the transactions and a series of security strategies to ensure the security of the system.
