Though Networked control system (NCS) is still one of the fastest growing fields in control and automation. Traditional RMCS (Remote monitor-control system) is based on the special network, and the structure of control system is fixed, so it is difficult for design, construction, maintenance and upgrade. And it also cost large. In this paper , we research the design of the Internet-based monitor-control system in following aspects:Firstly, the paper introduce the development and application of remote control system which based on the Internet, point out its research characteristic and the significance, thoroughly study the domestic and foreign research present situation of remote control, and analysis the main difficulties and main technical questions which need to solve on this research. In this foundation, the basic principle of network is introduced in this dissertation. TCP/IP is studied. The dissertation gives some technique of remote control system, such as Winsock.A general model of the IDCS, name as Internet-Distribute Control System (IDCS) is presented in this paper. The topological structure and mathematical model of the IDCS is studied, and the problems and advantages of the IDCS are discovered. We analyze the data character of network delay, and raise the cooperation control of stream control to reduce data delay.At last, a concept of Web-base Control Service (WBCS) is presented and a WBCS system is designed using many industrial information technologies such as Web, Java, XML, etc. The WBCS is a platform on which an IDCS builds itself using a Self-Organization scheme, and it is also a Control Service provider enabling any person to control, simply using a web browser, any IDCS in the Internet.
