E-government's planning in building e-government plays a key and a difficult role. Doing a good job in the building of e-government planning for all levels of government e-government system of sustainable development is of great significance.China's e-government construction from the start of the 1980s, engaged in the work of government information can be briefly summarized as the three categories. Therefore, the authors believe that data integration must be put aside and application integration shackles in a higher level of e-government system for the abstract, from the height of overall rethinking of the building of e-government.This paper is the analysis of the domestic and international e-government development on the basis of the status quo, from the actual participation of the various e-government projects implemented summation accumulation of demand, and continue to abstract and intensify, gradually formed the idea of this paper.
