It is not long since the idea of .Net has been proposed. That is why up till now there is still no universal standard on design and development. However, .Net still has a huge implied market. It is anticipated that developing application system based on .Net will be more and more popular. So, considering the status of the management information system and combining with a flow-and-information management system about general normative diagnoses and treatments of cardio-cerebral-vascular disease, the author studied the theory and technological problem-solving scheme of MIS based on .Net, with the hope that these studies can provide a referring model to development and application of the other MIS based on .Net.The development of MIS is a by-product of the rapid development of computer application technology represented by network, database and design platform. It is also a transferring process of programming from process-oriented to object-oriented, of application system from single layer to double layer even to triple layer and multi layer. So the author firstly introduces the theoretic basis of designing and developing MIS including object-oriented system analysis and design methods, the development of system architecture, relational database technology and the general information of Microsoft .NET.Then the author proposes the analysis and design of MIS. With the wide use of UML, the object-oriented design method opens to a new era. UML can adapt to each phase of system development. Citing the modeling tool of Rational Rose, the author discusses how to make an object-oriented description and modeling for the system during the demand analysis phase. Then the author suggests a general idea of the mode combined C/S with B/S to develop the system. It is crucial and basic to a successful MIS that how database is designed. So relevant theories and feasible methods of database modeling are elaborated. Also, the author discusses the method and process of database modeling with the tool of PowerDesigner.In the end, the author studies the key technology and the realization of the system. Disconnected data access can be implemented with ADO.NET which can enhance the performance of database access. Microsoft .Net platform offers a very good basic system platform to the application development. However, it is more than enough. Application system framework still has to be constructed according to the characteristics of the system. Therefore, the author designs a set of development framework combined C/S with B/S based on .NET so that the advantages of high efficiency of .NET in designing medium and small scale projects can be fully played. In the realization of the system, the author suggests adopting object-oriented programming and encapsulating data access with public class libraries in order to make the realization of system operations rapid and simple. Then technological problem-solving methods for some modules of the system are proposed.
