On one side, great changes had taken place on the circumstance of Publishing industry, such as the rapid speed of marketing, buyers' market came into being, the foundation of publishing group etc. On the other side, lots of publishing houses are lack of the system and the method on book topic-selecting management. The negative phenomenon such as repetitious topic,mimic topic and the fake books had already influenced to the development of the press seriously. Management innovation is necessarily needed if the presses are required to improve the level and quality of the book topic-selecting management.The competition of book market is the topic competition in the last analysis. The institutional innovation is necessarily needed under the new circumstance. Make a comprehensive view of former researches, studies on the base of institutional innovation on book topic-selecting management can be counted on one's fingers.The paper applies with the theory of institutional innovation to research on the problems of book topic-selecting management which is focus on the systems of improving the quality of topic selection. It tries to found the system model for the press to benefit the country, the publishing group, the publishing house and the list-planning editor. The core of the model is establishing the organic system on the base of five basic systems, five mechanisms and two platforms.The main content of this paper is divided into five sections, which is guided by the model of system. Chapter one analyzes the circumstance of book topic-selecting management nowadays and point out the disadvantage. Chapter two researches on the five basic systems of book topic-selecting management; Chapter three discusses book topic-selecting programming with an eye to strategic management; Chapter four study on the guarantee mechanism of book topic-selecting management; Chapter five probes into the resource platforms of the books.In conclusion, the paper is guided by the theory of institutional innovation, under the research of existing systems, to establish a system model which adapt to the new circumstance.
