Along with the Internet service and communication quickly increasing in our country, how to appease the increasing require to the capacity and bandwidth is a problem to the communication construct bureau to dove in time.It is possible to come true to much capacity in the existing fiber transmission system with the technology of DWDM. Effectively utilizing the present fiber network resource and DWDM technology to construct the DWDM fiber transmission system.The paper studies the optical Internet(IP over DWDM) for the purpose of running IP traffic on the DWDM network due to the fact that the optical network has potentially unlimited bandwidth. It uses MPLS(Multi-Protocol Label Switching) to promote the function of the optical Internet(IP over DWDM) and traffic engineering,The optical layer provides the transmission of DWDM(dense wavelength division multiplexing) and wavelength routing. Simultaneously, the MPLmS(multi-protocol lambda switching) is studied. Routing and wavelength assignment (RWA) algorithm is the key problem of MPLmS control layer. A dynamic routing and assignment of wavelength (RWA) algorithm with the design protection is proposed, with load balance and capacity of physical links taken into account. Finally, The paper discusses survivability mechanisms of IP over DWDM, studies the recovery features of each network layer, and explains the impact of interaction between layers on survivability. The advantages and issues of multi-laver survivability have been identified.
