As an advanced communication means of human beings, mobile communication has developed to the 2nd generation (2G). In this phase, GSM digital mobile communication system is the main system. With the development of our country's economy, GSM has gotten high-speeded increasing. GSM is the major digital mobile communications standard implemented in China .At present stage, GSM networks become the biggest national public mobile networks and we've achieved coverage throughout China. As required by the rapid growth of network capacity and tough requirement about service quality from customers, mobile operators have to put more and more emphasis on network optimization.The optimization of Radio Subsystem, which is abbreviated as "radio optimization", is one of the most important procedures in GSM network implementation and maintenance. It tries to achieve good network quality with good coverage, clear voice quality and high call setup success rate by implementing frequency planning, adjusting BSS parameters as well as network infrastructure.Radio optimization focuses on the RSS part of GSM, which includes the antennas and cell parameters. Upon data collected from drive test and OMC, the goal is set, the action is taken so as to improve network quality.In this thesis, we collected data from network in Fuxin City through which the optimization goal was determined. Problems in each BSC area have been analyzed and solutions were provided accordingly. The result comes out to be positive, drop call rate has been reduced, and coverage was improved. Handover successful rate and call setup success rate have been stabilized and improved as well.
