The development of computer network technology raises problems concerned with information security. In order to serve for the construction of national information security safeguard system and fasten the popularization and enhancement of all people's information security consciousness, the National Science and Technology Department activated two information security projects of National 863 Plans successively. One is the project of Research and Integration of Composite Experiment Platform of Information Security Engineering Practicing, and the other project is the Increment Service Platform of Information Security (East), which are for the purpose of solving the related utility key technology supporting each professional technical principle and training in information security area.As an open network layer security protocol, IPSec has many advantages such as safe, efficient, transparent to applications, etc. However, it gives little control to the secure access to meet the requirements of all kinds of applications.
