Network planning of WCDMA is a key task and great challenge for operators. Simulator used in the planning process is one of most impportant factors, since its performance will determine whether planned results will satisfy operators requirements,including coverage, capacity, cost and Qos. Monte-Carlo simulator which widely used currently, based on a first educated guess of a reasonable configuration, takes network evaluation and then adjustment of parameters. The above described procedures will repeat until the required quality is achieved. It's obviously quite time-consuming and dependent too much on planners'experience .Meanwhile, the cost in cell planning occupies almost 75 percent of that in whole network planning,besides it influencs network performance and future expansibility.
