H.264 is a new video compress standard being jointly developed by ITU-T Video Coding Experts Group and ISO/IEC Motion Picture Expert Group, which is called H.264/AVC for an ITU-T Recommendation H.264/AVC and for part 10 of the MPEG-4 standard. Compared to previous video compress standard such as H.263+ and MPEG-4, H.264 permits a reduction in bit rate by up to 50% for a similar degree of encoder optimization at most bit rates. H.264 also can be applicated friendly in different networks, including IP network and wireless network, and improve the problem of package loss in transmission channel. All of these advantages make H.264 a new research hot spot.DM642 is a new DSP which is special in multimedia application provided by TI. At 600MHz and 4800MIPS, DM642 offers industry-leading performance. The processor, which integrates multimedia and network peripheral interfaces, is an ideal platform for multimedia application.This paper will describe a network-based H.264 video surveillance system implemented on DM642 platform. First, we introduce H.264 standard and analyze its new techniques.
