During the process of the research and development of TD-SCDMA, black box test should be carried out on the RNC equipment. That is, it is not required to test whether it is normal inside RNC and all that is needed is to test whether the communication between RNC and the outside is normal. The communication between RNC and the outside is realized mainly by three interfaces, the Iub interface, the Iur interface and the Iu interface. Therefore, the test of Iub is introduced in this thesis, which is conducted by the Node B simulator. This simulator sends messages to RNC and it is to be checked whether RNC can process these messages normally,In this way ,the test of the RNC equipment can be finished.This study analyzes the design objectives, system functions, and system structures of the NodeB simulator. Based on the OSS ASN.1 tool, the compiling of the transformation from NBAP module to NBAP protocol, the coding of the transformation from NBAP protocol messages to NBAP protocol byte strings and the decoding of the transformation from NBAP protocol byte strings to NBAP protocol messages are realized. Coding and decoding efficiency are also studied with a view to make some contribution to the realization of RNC system and Node B simulator. In the end,the coding and decoding of protocol data is studied,the efficiency of coding and decoding is proved of have something to do with some factors.When the RNC equipment and the NodeB simulator are finished, after the improved method of the coding and decoding efficiency is applicated , the coding and decoding efficiency is distinctly raised,it will also make some contribution to the commercialize of TD-SCDMA.
