As economy was developed at full speed, people have already more and more realized enormous economic worth and social value contained in the road communication clearly, requirement for proposing higher in the road especially road surface quality of countries all over the world. The scientific survey and evaluation of the pavement distress which has been important component of road traffic administration. The chief aim of my paper is work out a new evaluation index of pavement distress, and establishes a comsummation method system of digital image processing for that index. This system includes data collecting, image processing, data analysis and distress evaluation. All of these processes are completed by the computer automatically. After design of this system is finished, it will gain incomparable advantage over artificial system which is used generally. For example, the speed of the whole evaluation process will be quicker several times than the artificial one; data analysis is more accurate and more objective, the more important is that there is no influence of people's subjective factor; the process of data collecting is completed by a vidicon which has been installed in a car, that will enhance the safety coefficient of this link largely. During the system design, I have solved two technological difficult points. One is the accurate and fast segmentation of the pavement image. In order to solve this problem, this paper designed a new arithmetic of image segmentation—skeleton reconstruction. Another problem is the selection and computation of pavement distress evaluation index. I select the box-counting dimension as the new index, and figure out a better result. This system achieves the automation of image processing and data analysis. It has already accorded with the relevant requirements of pavement management basically, so it can be applied to the practice of pavement testing.
