With the acceleration of the integration of global economy, as the largest and most important part of logistics which combines all kinds of transportation together, shipping logistics has become an important factor which determines whether a country could take part in the globalization of economy efficiently and hold the lead in the international competition. Meanwhile, the informatization and systematization of Shipping Logistics have become the main stream of development.After the Eelectronics Data Processing (EDP) and Transaction Processing System (TPS) stage, the Shipping Logistics Information System(SLIS) has developed into the Management Information System (MIS) stage. In the MIS stage, the SLIS has developed into a information system engineering which aims at comprehensive optimization and conformity. In the information system engineering, SLIS is an application system whose core is database; The main objective of this SLIS is to analyze and forecast the business, handle the relationship with customers and manage the internal resources; The computer technology and network communication are both included in this system. But, at the same time, the characteristics of Shipping Logistics itself–the volume of information is huge, its range is comprehensive and the change is swift, have been the obstacles in the development of Logistics Information System.In the SLIS, there are plenty of different types of fees, strong restrictions, unattainable data and dynamic changes in the calculation formulas. Because of these characteristics, this dissertation makes a systematic research on the automatic calculation of the costs in the settlement of Shipping Logistics and the decision aids based on the automatic calculation. There are three aspects in this dissertation.(1). Conducts the research around the transport problem of empty container and achieve the purpose of transfer empty container based on the most low cost. In the process of resolution, supported by the immediate and accurate data got from multi-conditional-restricted-optimized settlement model, this thesis applies operational theory and analyzes the A&T EC network in regional logistics...
