The Design And Implementation Of A Goverment Document System Based On Workflow

The electronic governmental affairs have become one of the most important realms of the contemporary information with the drastic growth of the information technology and the speedup of informatization in China. For adapting to the demand of the international situation, the national economic construction and the society development, our country is pushing forward the electronic governmental affairs quickly. Government document system is an important composition of electronic governmental affairs. By means of the information network, computerizing in the management of the official document circulation is realized, which can accelerate the circulation of official document, promote coordination in office work, increase quantity and efficiency etc. In recent years, the technique of the workflow was applied extensively in the realm of the reorganization in the business process, groupware application, transact management and resources coordination, and it has become the technique applied extensively in the system modeling realm. It has important and realistic meaning to research and develop government document system based on workflow.What this paper investigates is the application of the workflow technique in the government document system. According to the analysis of the workflow concept and model, the concrete need of the government document system and characteristics of the work, a government document system on workflow is designed and implemented, and the safe problem of the system is also studied.The main contents which the paper investigates are as follow:(1) On the basis of the pertinent technology in analyzing the information system development method, the architecture, the dynamical interact in web, and the database that the study of electronics governmental affairs involved, the workflow management architecture of the government document system is proposed aiming at the practical requirements.(2) The Petri net workflow model of the government document system is established. The logical accuracy of the model is also analyzed and verified completely using the related theories in the net of Petri.(3) This paper gave the function construction of the government document system and total realization model based on workflow, analyzed in very great detail the main function modules about management of sending the document, receiving the document, the engine of workflow etc. And based on the structure of browser/server (B/S) and the technique of .NET, it implemented a government document prototype system.(4) It studied the technique of information safety including network security certification system in PKI, digital encryption, digital signature, digital summary based on SSL etc. And it established a safely mutual platform for handling the government document information, realized certification authorization to customer, increased the...
