| Government finance management information system is an advanced information management system, which is fit for public finance system of our country. It is a significant part of e-government stratagem. In addition, charge management is an important aspect of finance income management, and the bill is the unique receipt for charge, so financial bills management system is an important business system of government finance management information system.This article proposes a method of lifecycle management of financial bills, with which bills are managed throughout all the phases in financial charge and the business flow, the financing flow, the information flow are integrated together. By the way, the efficiency and transparency of government financial charges is improved greatly.Financial bills'lifecycle takes the finance bureau as the origin for the customization and the scheme of the bills, then takes the finance sub-offices as the life path for the usage of the bills and finally takes the finance bureau as the end for the destruction of the bills. In order to support financial bills lifecycle management, two key technologies are introduced. The first is a template based financial bills customization technology with multi-agent, with which the data flow and the business flow of financial bills lifecycle management are integrated.The second is the representation, transfer and integration of the distributed data about the financial bills and associated charges, which is the implement method of financial bills lifecycle management. |
