As the business becomes more and more complex, how to enhance the system's enfficiency, reusable ability, extensible ability and reduce the cost of system in designing the Web system, that is always focusing by all most people. In order to achieve the above-mentioned objective, the first task will be dividing well the tier-level structure of the system, then reasonedly designs represent logic, business handling logic and data logic.Model-View-Controller design pattern is a good solution that divides system into represent, controller and business handle. In all frameworks that implement MVC, Struts provides one solution which rapidly and efficiently creates Web application.In this page, we will introduce to use Struts technology implementing MVC which develops project management system. This is a clear architecture and reusable extensible project. At the same time, we also make a summary of the development in the represent layer, controller layer, business layer, data persistement layer which uses Struts technology implementing MVC.This paper divides into four part: we introduce the effect of MVC and Struts in developing Web application in the first part. In the second part we introduce in detail every compositive portion. The third part is about the developable requirement and collective frame the project management system. The last one is the application in the system.
