XML has been designated for the base of electronic document criterion in our country. And it will be the medium of data exchange in electronic governmental affairs system. The bidding system based on XML will exchange data with other system in electronic governmental, and the electronic bidding document based on XML has advantages in document validation, encryption, digital signature and document process. This dissertation analyses and designs the bidding system based on XML. Then establish a software model by united modeling language (UML) and design pattern. And advance new solutions in security of the transmission of bidding documents.This dissertation introduces the background and meanings of the project at the first chapter. Then it introduces the XML technology, information security theory base, XML security criterion at the second chapter. At the third chapter, the dissertation analyses and specifies the requirement of the system by use case at first. Then it divides the system into three subsystems by subsystem's function: information management subsystem, bidding document transmission subsystem. After that, the dissertation analyses the detailed process of subsystems and establish the UML model of subsystems by design pattern. It uses XML encryption, XML signature and SSL technology to design and implement the solution of transmission of tender and evaluation documents separately which are based on the different security requirement. The solutions guarantees the secrecy, incontestability, integrity and identity authentication in the transmission of the bidding documents. At the fourth chapter, we introduce the implementation of critical technology and the solution of bidding document's transmission. At last, we advance the aspects that need to be improved and researched in future work.
