This paper takes the tactical missile command and control system as the background, and studies the network architecture of command and control system. The architecture of the command and control system is very important for the performance of the whole system. Firstly, the characteristics of the traditional centralized architecture and the distributed architecture that is applied abroad nowadays are analyzed in detail. Then the hierarchically distributed architecture is focused on. This kind of architecture is easier to expand, harder to be destroyed and more flexible to build a net. In addition, it considers the difference of the processing capacity of each node. Therefore, it is more suitable for the modern command and control system.Secondly, the realization methods of the hierarchically distributed architecture are introduced. Based on analysis of three kinds of clustering algorithms and discuss of their merits and defects, a novel clustering algorithm that chooses reliability as its foundation is put forward. This algorithm considers many factors, such as the reliability and security of the nodes and the stability of the network structure. As a result, it is effective to make the network more reliable and avoid the bottleneck of the network. The simulation result shows that the performance of the algorithm that is based on reliability is better than other algorithms. Then based on this algorithm, this paper puts forward an election algorithm for gateway nodes, which can reduce the retransmit ratio of messages between clusters. By applying this clustering algorithm, a command and control system with a hierarchically distributed architecture can be built up.Finally, the network survivability is analyzed and a measurement for the network survivability is obtained. Based on these, a corresponding optimized control algorithm for network topological structure is provided. Also the simulation of the algorithm has been done. As the result shows, from the survivability point of view, by using this control algorithm, the topological structure of the network is more homogeneous. And the reliability and survivability of the network is better. Therefore, the performance of the whole command and control system is improved.
