In modern times communication system, the video image compression code technique is mainly applied in the low code rate at present. The goal of this compression code technique is making the details of compressed image be as true as the ones of described scenery. How to design the video compression code has important meaning in the engineering and technology area now.In this paper, based on the theory and implementing method of software video encoder of the ITU-T H.263 low bit rate video coding standard are studied deeply , We start the work from improving the video compression coding efficiency and rate. Based on baseline H.263 video coding, many refined coding methods, such as Improved PB-frames and Advanced Intra Coding, and so on, are discussed to improve the coding efficiency and to optimize video encoder. Generally, the high efficient coding methods are more complex and time-consuming, so some methods are introduced to speed up, such as the New Diamand Search method ans Beforehand Judge Zero method based on time etc. According to the experimental results of computer simulation and the tradeoff between picture quality and coding speed, we proved the feasibility of the article's method .At last, based on the method of this article,we designed a video compression system project . Via NiosII on FPGA , we tested the method discussed in this paper, proved the arithmetic's feasibility more.
