With rapid development of mobile communications in China, the main task of mobile communications operators is to discover the potential of the current network, optimize the configuration and develop the network quality of service while the basic network devices have been built already. Network optimization is the key task of the operators in future and "GSM/GPRS Radio Network Optimization IDSS" is designed for everyday use for network optimization engineers in China Mobile and China Unicom.The paper analyses the reuse software developing method, provides the characters and advantage of component based method. Summarizing traditional IDSS developing method and combining with the characters of model base subsystem, component based developing method is used in model base subsystem. Because of Microsoft Windows, the operation environment of network optimization IDSS, the implementation method is COM.Based on the requirements, model base subsystem is devided into model management component and six function components. The six components are capability prediction, power-cover prediction, interfere analysis, switch analysis, antenna adjusting and transmitting model modifying. The paper describes the component stipulation of an agreement and its interfaces in details, gives use examples.The model base subsystem has been applied to the GSM network of China Unicom in Fushun and Jinzhou of Liaoning Province and has raised the working efficiency and the optimizing effects.
