Streaming media is a popular service nowadays, in which video and audio program are stored on a computer in advance, authorized clients can access it and play these program while downloading. Mobile streaming media is a new emerging service resulting from the quick development of mobile communication techniques.Typical mobile streaming media system consists of program production workstation, media server, website, transmission network and mobile terminals. This paper focuses on the development of two items: program production tool and media player. The former is designed for PC platform while the later will be used on mobile terminals running Symbian OS.In general, the following work has been fulfilled in this paper:A program production software has been development, which aims at producing video/audio programs for mobile steaming system. In order to provide high video quality, H.264, the latest video coding stand, is adopted to encode video sequences. To achieve high speed, optimization for 1/4 pixel motion compensation is designed carefully. In our implementation, searching positions for one 1/4 pixel is decreased from 16 to 6 by changing the way of reading pixels located at integer position. In the mean time, 1/4 pixel interpolated image used in 1/4 pixel motion search is subdivided into 16 sub-images and stored in memory separately, each sub-image corresponds one position among 16 possible positions.
