In recent years, with the dramatic development of broadband access techniques, such as xDSL and FTTH, there is a rapid increase in global broadband service market. In the meantime, the increasing rate of traditional telecommunication service is slackening and existing business modes aren't suitable for general trends. To obtain a continuable development, telecom operators have to make a change by taking the demands of clients into account in order to be resultful in market competitions and show a strong affinity for clients. It is necessary to integrate all existing network resources and exploit new types of applications and business, IPTV has gradually is bringing forward under this background.The demands of clients are the most important motivation for the development of IPTV, and it will give great profits to telecom operators. IPTV is a new type of network application which integrates voice and image instead of passive TV service. The outstanding property of IPTV is interactivity, which means that clients can choose TV services they want anywhere anytime.This paper firstly gives a brief introduction to the basic conception of IPTV, the system structure and the key technology of IPTV is also addressed. Then, an overview to international and domestic development of IPTV is discussed; the comparison between IPTV and digital TV is also addressed as its operation and technology are concerned. At last, many key factors that affect the development of IPTV are analyzed in more detail, including development policy, commercial mode and business support of IPTV.In general, the demands of clients are the ultimate driven force for IPTV.
