Before e-government software was designed and developed independence aimed to every department requirements of government in our country, because they was not be unification layout, system design, it maked software system occurred many questions that operation logic was developed repeatly, and user information was not consistent, and it existed login phenomena in different points, and data access difficulty each other and so on. It resulted in resource wasting, information isolation, and was not able to suffice requirement of government system, such as data access each other, information share, centralize administer.Firstly, this paper analyzes existing questions during current e-government system development, such as every software is developed separately and not associate each other, and explain that these questions already become bottle-neck implementing new e-government system requirement; next the paper bring forward resolving question's method, by software middleware- resource conformity platform, implement data conformity, resource conformity, security conformity, menu conformity.
