Nowadays, the importance of Educational technology is increasing in primary and secondary education in China. The educational technology training is regarded as an indispensable component of the teacher professional development. In accordance with the publishing of "primary and secondary teacher educational technology competence standards" in 2004, all levels of education departments are paying more and more attention on the educational technology. However, the training effects are not very good, because of immature training concept, the backward training methods, and the interactivity deficiency of the training platform. The inspiration of this thesis came from the prevalence of Web2. 0. Web2. 0 which runs through equality, sharing, personality, and the creation of ideas, is absolutely necessary in the educational technology training. The use of Web2.0 will provide the training a new platform, in which the teachers can share their teaching philosophy, education resources, and therefore embody the creativity of educational technology. The platform design considers the adult learning characteristics and features of educational technology training, on the basis of the existing platform, constructs a potential resource base and a communicate space. The system primarily includes five modules: resources module, communication module, subscriptions module, theme learning modules and search modules. These modules could interrelate with each other. All user could generate their individual documentation in their own personal accounts during the course of communication in this platform. These documents would be saved as electronic files to serve as self-reflection and communication.
