Recently years,Iplize of communication network is the main direction tonetwork development, video communication base on IP network apply and developwidely. Withing the construct of Internet Broad Band Network,most of utilizesinside or outside realize that video operation will develop quickly.Coinstantaneous,users's needs will go up especially to Real-Time Order or Livingoperation very fast,that request more to services provider by QoS. At the conditionof current IP network which limit bandwidth,one utilizes extend new videocommunication services with advanced compress-code, the other dedicate onimprove the QoS ability of services carring network, so that develop the servicesmore than before.Code and decode of Video & audio is the key telenology in videocommunication.H.264/AVC is the new generate compress video standard which isresearched greatly by VCEG and MPEG and suited to low code-streamtransmission.IPTV is the service which develop based wideband network mainly bymedia,and provide applications of home relax,traning request,lifeinformation's。IPTV joined to network by ADSL,FTTx+LAN,user terminalby digital box+TV,provide telecom level services and simply experiencelike TV to users.In order to support different needs for audio,video and data service,It requestthat network should distinguish different communications and provide forit.Traditional IP netork's Best-Effort should not distinguish from all communicationsorts in network. QoS technology take up with settling the problem. IntServ,DiffServ is two of classic model of IPTV carring network.We present flow model of IPTV carring network,and make out the flow layoutaccording it which should ensure the bandwidth and flow by IPTV services.We canrealize a site of QoS to IPTV on carring network by actually configure core switchS8500.The true way to guarantee QoS of services is to alter carring network. It willbe done by NGN(Next General Network). Be not so long, diffirent videocommunication services will be united to NGN.
