The paper introduces the actuality of traffic safety in China and the general traffic situation in Beijing at first. Based on the analysis of the affinity among the traffic management, automobile insurance and automobile maintenance, it suggests designing an Integrated Management Information System(IMIS) for these fields. After explaining the necessity and feasibility of the IMIS, the paper expounds the structure design, fuction design and network desing of the system , guidede by system engineering principles. In the most important part of this paper, it discusses the main method and technique of designing the IMIS, taking the information issuance subsystem and automobile insurance payment subsystem as an example.The IMIS is generally composed of network structure, network database, common subsystem and technical subsystem and so on. It can share the information and data among its members, according to the fast developing and the active demands of the communication industry, insurance industry and maintenance industry. Because of applying the advanced computer technology and telematics, the IMIS adapts to the modern official bussiness and management. It not only improves the economic benefit of insurance agents and car maintenance enterprises, it also helps to reduce the traffic accidents and improve the general traffic management level .Finally, the paper give some reasonable advice to the application of the IMIS and anlyses the potential prospects of it.The author belive, along with the subsequent research, the IMIS will more and more perfect and must have an great future.
