| Comprehensive budget management is as one kind of contemporary business administration measure, the theory is playing more and more significant role in the practice. And the successful experiences of many famous enterprises have proved that the comprehensive budget is the effective modern business management method. As the theory of budget management was constantly improved and the information technology were quickly developed, at present, the practices of comprehensive budget management has presented two major tendencies: the one is from financial budget to comprehensive budget transition, and the other is transition from manual budget to information-base budget.The objective of this article is to design and implement an enterprise comprehensive budget system, which is based on Oracle and DCOM model. The main functions of this system are making out the budget and composing budget reports according to financial forecast of users'input and parameter information of users'setting. It helps the managers of companies master the achievement and a period of intending financial situation.This article first introduces the basic concept of comprehensive budget management. Then, the article shows the present condition of comprehensive budget management. Next, the demands of the system which is local simplified are analyzed. Finally, this article described the system design and the implementation method with emphasis, the main technology which is used in the implementation process is depicted detailed.The comprehensive budget system which this article introduced has the flexible software fabric, favorable expansibility and friendly user interface. It helps the managers of companies to establish scientific management control system, dispatch the fund effectively and accurately, and win initiative in market competition. |
