Information Exchange Platform is a OA based on document exchange. Although OA have been developed for many years, most of them have been designed based on two-tier system structure. With the rapid development of computer and network technology, the traditional two-layer system structure has to face challenges because of its problems such as long-time development, inconvenient maintainence and so on. Therefore, multi-layer system structure is coming up.J2EE is a new technology to construct distributing system, management systems can be easily divided into four layers with J2EE technology: presentation layer, Web layer, operation logic layer and enterprise information layer (database). Presentation layer provides Web display interface to user's browser, Web layer and operation logic layer processes operation flow, and data layer stores data. With this structure, system expansibility and server efficiency can be improved, developing cost can be reduced, and development cycle can be shortened.Many technologies such as EJB, JSP, Servlet, JDBC, and JNDI are used in a specific personnel management system. And free resources about EJB container and the configuration and deployment of server software Jboss are also studied. The system is advangeous in reliability, expansibility, transplantability and multiplexing.Software engineering method and J2EE platform technology are combined, database design and entity object are combined, and operation flow and session object are combined in system design and development. This paper also brings forth a suit of developing method of OA.
