Modern information technology characterized by computer and modern network technology not only improves the development of the economic of society but also speeds up the information of the securities regulation greatly. The aim of developing the securities regulatory information system is to meet the need of modern information society, to strengthen the relationship between the securities regulatory bureau and the securities managing institution and the listed companies, to strengthen the information sharing, to improve the efficiency of regulation, to develop a general working platform of collecting, analyzing and inquiring regulatory data.Based on the professional features of the securities regulatory, together with the author's nearly one-year developing experience on the information system of Sichuan Securities Regulatory Bureau, this thesis introduces the general framework, the professional supporting platform and the method of implementation of the information system from analyzing the request of the project in accordance with the principle of software engineering.First of all, the base, the systematic structure and the layer structure of J2EE platform are analyzed in the paper. Then, the kernel technologies of J2EE, including JDBC, JSP, JavaBean, Servlet and XML, are introduced. J2EE is a system that uses Java 2 platform to simplify development, deploying and management complex problem of enterprise settling project. The foundation of the J2EE provides the framework of integration middleware to meet the development of enterpriseapplication. This thesis primarily discusses the multi-layer structure that is based on Web and the implementation technology of J2EE.The reasonable solvable project that is based on J2EE multi-layer structure and meets the professional logic of the system is proposed in the chapter of the analysis and design of the system according the requirement analyses of the performances and functions. The specific plan and design of the systematic functional module, the functions of intra- and extra-net and the plan of the database are proposed.The system employs J2EE multi-layer based structure. Browser provides visual graphic interface; Web Server responds to the requests of the clients; Application Server processes application, computation and data operation; Database Server stores and administrates information. The implementation of multi-layer structure enables the system to have distinguished quality of flexibility, currency, compatibility and maneuverability. The system applied connection pool technology to enhance the database operation efficiency. The paper provides the specific design and implementation of data base, server layer and expressing layer.In the implementation chapters, the implementation of each layer of the multi-layers is fully described, including the technologies of JDBC and the connection of database, the visiting control based on the rules, the logging verification based on the tables and the applications of groupware technology. With the applications of the above technologies, the system has the strong flexibility, the generality, the complementary and the operability so that each layer can concentrate on the specific rule and function.System function and system frame are the two emphases of this paper. The former is implemented through taking out business functions of securities regulatory business; the latter is designed by studying J2EE application model and will be a reference for Chinese securities regulatory information construction.
