The development of the computer network is that the scale is expanding constantly, various kinds of equipment of network increase constantly, complexity is increasing constantly too. Traditional centralized network management (NM) systems can hardly meet such requirements. Therefore, it's necessary for us to investigate and find out new, effective NM model and technology for development of practical NM system. In this paper, the author aims at finding out a kind of new NM system model which has a new architecture, integrates some new technologies, and has characteristics of availability, easy to implement, opening, expansibility, distributed etc.In order to do that, the author analyses and researches the general model and architecture of NM, and the development trend and some new technologies of NM in this paper at first. Then, the author further researches the Web-based NM and the method of its implementation, the architecture of JMX which has been treated as the next generation technology of NM, and the advantage of JMX applying to NM. On this basis, the author puts forward a kind of new distributed NM system model which is based on the J2EE platform and has a multi-layer structure. On different layers of the model, the technologies such as Web technology, distributed object technology of EJB and JMX technology are well integrated together. It makes the system model inherit and merge the advantages of these technologies, thus reach the designing requirement of this paper. Finally, the author applies the model to a simple management system of network performance, and the effect of the experimentation is satisfactory.
