With the approaching of 3G, packet service has become main application in mobile communications system. To satisfy this need, 3GPP has put forward HSDPA in R5, which is called enhancement technique of WCDMA.Based on WCDMA R99, HSDPA makes lots of improvements in downlink. It raises the peak packet rate to lOMbps above, and affords throughput as much as three times to five times of that before. Also HSDPA can make management of QoS efficiently. Communications network can do resource scheduling to different kinds of services more intelligently.It is not practical to research radio communications system or some techniques of the system in real environment because of the hugeness of the radio communications system. Usually, researchers design simulation and develop network models. That offers lots of help to network planning and design. This paper develops a system-level simulation platform which is for WCDMA applying HSDPA. The platform is developed by MATLAB. All modules are designed according to corresponding standards of 3 GPP. The platform, which has been checked and accepted by the partner, is easy to use and expand.
