Building and applying Learning resources are key technologies in e-learning implementation. However, we can not provide personalized learning service by using current learning resources, because most of them in existing learning systems are not shareable or reusable.In order to solve these problems mentioned above, this paper proposes a course conceptual model (CCM), which is derived from traditional course's conceptual structure and its instructional strategy, and put forward a formative description of CCM in three aspects: Instructional objective, course conceptual tree and relations of knowledge points (KP). According to CCM, then we build the e-leaning course model (ECM). The ECM mainly discusses Learning Objects, course packaging model, resource-concept mapping scheme mechanism and learning sequencing. Learning Objects can be divided into Atomic Learning Objects (ALO) and Composite Learning Objects (CLO). ALO is composed of a series assets, it encapsulates the learning content of the basic instructional unit. CLO consists of a series of ALOs and CLOs, it represents the course conceptual structure and the relationship between knowledge points. The course packaging model combines the two kinds of learning objects together. It is a normative data model, which can enable network course to be interoperated in various e-learning environments. The resource-concept mapping mechanism builds a mapping relationship between the learning objective corresponding to the knowledge point and learning object meta-data, through which ALOs can be bind to specific course knowledge point automatically. Learning sequencing can extract an activity map from course conceptual structure and relations of knowledge points. By using the activity map and competency, learning sequencing can provide navigation of learners learning activity, and customize a personalized learning path for learn.At the end of this paper, we design and implement the personalized learning system (PLS) on the basis of e-learning course model. The PLS which is designed in a modular design way, can provide services in course conceptual structure management, learning resource management, resource-concept mapping and learning sequencing. PLS also can provide a way for instructors to authoring and managing the sharable and reusable learning resources, and customize individualized learning sequence for learners. Meanwhile, this February, as a subsystem of the probative project of China Education Platform Online, PLS has been certificated by department of national instruction.
