With the vigorous development of network education in our country and the unceasing consummation of the development method, one batch of high quality web-based course emerges and promotes the network teaching's development. No matter how excellent the technologies do, it will exists shortcomings in the key tache. At present, people are eager to find a way to develop the high-quality web-based course,at the same time,people pay much attention to the web instructional design. This article unifying the questions which our country's present web-based course exists proposes to design web-based course taking PBL as he teaching idea and the teaching strategy designs.Problem-based learning (PBL) puts the students'learning into the problem solving process. Through the collaboration between them,students solve the problems and learn the knowledge hidden in these problems. In the process of such learning,learners come into being their critical thinking,acquire the skills of independent learning and concurrent learning,develop the ability of solving problems.Basing on an elaborate analysis of web-based course and PBL,the article focuses on the instructional target design, instructional content design,the learning activity design and the instructional assessment design (content and activity are key points), and analyzes some unsuitable conditions basing on PBL designing web-based course as well as the optimum problem of teacher's training pattern. In the first section,"the learning content design", It especially analyses on"problem circumstances design"and"study resources design".In the second section,"the learning activity design", according to the phases of PBL web-based learning it analyses the learning activities and design strategy of each phase. When designing four parts, it demonstrates corresponding unit example of"Criminal Law"course.
