With the rapid development of E-Commerce, web applications have expanded globally, and have been developed from centralized to distributed. However, the complex application links and programs have led to difficult maintenance and update, which can be solved by web service. Regarding web services nowadays are always described by what human can understand but machine cannot access, some researchers presented semantic enabled web service, by which web services can be discovered and composed more automatically.In the background of distributed E-Commerce, it is an important problem, how to discover latent service providers and requesters, that is , how to discover web services with higher recall ratio and precision.. Although researchers in TUB, CMU and others have done research in this area, there are still some shortages.This paper improves the semantic enabled web services nowadays from two sides: integrate information using translation ontology;and discover web services process based. Translation ontology can solve the semantic difference which is also a difficult problem for semantic web, integrate information, and improve the web service recall ration. Meanwhile, web service discovery based on process will lead to higher recall ratio and precision than that of the one based on na(I|ยจ)ve IO match or profile match.A prototype system has also been developed. The efficiency of the new algorithm has been proved by the comparison experiments between the new web service discovery algorithm and other existing ones.In the finality, gives the problems requiring further studies are discussed.
