With the rapid development of internet technology, the extent of social information is improving day by day in our country. Especially popularized by all levels of government, our governmental information construction has made quite great progress. But as a whole, there are also many problems, for example, the business systems of different departments are doing things in their own ways, many of them are constructed repeatedly and do not communicate with each other, so they are difficult to promise information sharing, business collaboration, and lack of intelligence. How to solve these problems has become an urgency for government to carry information construction into execution. This thesis sets the construction of enterprises' basic information exchange platform in import and export fields in Fujian province as a background. The following parts are studied in this paper: 1. After analyzing the present situation and existent problems of semantic Web service discovery, we propose a time-saving plan based on semantic function and quality match. The plan is a service discovery strategy using level-classified match, we describe the matching algorithm in every level detailedly. We also adopt pretreatment to save the time of users waiting for the services, and users can define preferable degree to participate in choosing services. We give examples to demonstrate the matching process, qualitatively analyze the matching strategy, and meanwhile validate the correctness of discovery with simulative tests. 2. Basing on the research above, we propose a new method of web service composition based on UML. We mainly analyze the process of transforming the request flow to service flow, and use the dynamic flow graph to solve the 1: N combinatorial problem (when a sub-request is composed by several services). 3. We analyze the data exchange method between enterprises with the OAG standard. 4. Setting the actual demand of the construction of enterprises' basic information exchange platform in import and export fields in Fujian province as a background, and basing on the research on the semantic web service discovery and composition above, we propose a model of semantic-based heterogeneous system integration, and achieve the archetypal system.
