With the increasing demand of knowledge, how to provide the required knowledge in the correct time and place with which ways, it has become the key question in the research of knowledge service, and semantic web service discovery is an approach for resolving this question.The semantic web technology had made great improvement for service discovery, but its key research focuses on the semantic match of service function, which did not pay close attention on the personalized needs, and neglected the influence of the context information of user,environments and the service provider for service discovery.This paper firstly analyzes the influence of tripartite context factor which are the user, the service and the environment for web service discovery. Constructing the context modeling with the ontology, and linking the context ontology with OWL-S that is used to describe the semantic web service discovery; Then referencing to the classic semantic web service discovery method and constructing the semantic web service discovery framework which is based on context, it can make context information fully participate the three process which are the service requesting, service providing and services matching for the individual needs of service user; Contrary to the single-layer pure grammar and the pure semantic service match's insufficiency, proposed the multi-layered filtration semantics and the grammar mix service match method; Improved the service function algorithm which Massimo Paolucci proposed and it makes the service function match can be expressed with quantification; The function match and the context match are completed with mixed service match method which is concept similarity match coordination words and expressions similarity and parameter similarity match.
